We will first do basic stuff such as removing the background and after that we will use liquify filter to start the effect.
Using smart object we will also make sure that we can go back and edit the liquify tool to keep changing it until it works out.
This photo effect has very simple steps however it does require a lot of trail and errors because it’s near impossible to create same output twice using liquify filter.
Also if you are beginner photoshop user, I will highly recommend to use pictures of same person in same lighting. It will make it lot easier to do the editing.
